Wie weit Beeinflussung reicht, wurde aber nicht immer klar. Das lag nicht an den Stadtführern, sondern an der Sache selber.
Offensichtlich wurde der Einfluss bei den Abstimmungen über die Agrarinitiativen 2021 und die im Parlament gebodigt neue Agrarpolitik. Weniger eindeutig war es aber bei der eID, die in der Abstimmung an einer gut gemachten Kampagne aus der Zivilgesellschaft scheiterte. Nochmals anders liegt der Fall beim Raucherschutz, wo zwei Lager einander gegenüberstanden, die sich beide mit Lobbying verstärkt hatten und so auch streckenweise neutralisierten. Schliesslich wurde die Kampagne zur Versorgungssicherheit vorzeitig publik, was ihr einen Teil der Wirkung nahm. Bei der Kreislaufwirtschaft hielten die zwei Lobby-Aktivisten schlicht fest, ausländischen Akteure fehle häufig das Wissen für die Feinmechanik der hiesigen politischen Prozesse.

Was sich bei den Wahlen 2023 ändert
Optimistisch zeigt sich Lobbywatch für die Zukunft. In die öffentliche Diskussion über die Einflussnahme Privater auf die Politik sei Bewegung gekommen. Die Transparenzinitiative habe die alten Fronten aufgeweicht. Sie wurde zwischenzeitlich sogar zurückgezogen, weil das Parlament selber einen tragfähigen indirekten Gegenvorschlag ausgearbeitet hat. Der werde bei den Wahlen 2023 erstmals zum Tragen kommen. Er sei zwar von rotgrüner Seite initiiert worden. Dank jüngeren Parlamentarier und Parlamentarierinnen aus den bürgerlichen Parteien mit einem neuen Lobby-Verständnis mehrheitsfähig geworden. Das werde die Zukunft bestimmen.

Zu einseitig auf das Parlament ausgerichtete Führung
Selber habe ich den Rundgang als lehrreich erlebt, selbst wenn ich den fast ausschliesslichen Focus mit der Einflussnahme auf das Parlament nicht teile. Beim Warten auf die Führung auf dem Bundesplatz, habe ich per Zufall einen zurückgetretenen Parlamentarier getroffen. Seine Diagnose war typisch – und anders: Mit der Professionalisierung der Politik habe eine krasse Verlagerung der politischen Entscheidungen Richtung Exekutive, sprich Bundesrat und Verwaltung, stattgefunden. Zudem wächst der Einfluss des hybrid gewordenen Mediensystems auf die Gestaltung der vorherrschenden öffentlichen Meinung. Beides hat die Parlamentsarbeit relativiert. Doch darüber schwieg sich die Wanderung leider fast ganz aus.
